It is very sad to have to hear that these years of childhood in Latvia will be remembered as years of deprivation in health, body, and mind.

Actually, if you read the story carefully, it cites a Lithuanian healthcare worker describing conditions in Kovno.

The government recently published an annual report on children in Latvia. Quite a sad, interesting read.

Latvians do all they can to avoid looking at themselves. The situation described describes the situation of Latvia’s children rather well and accurately—if not statistically. Not all Latvian mothers and fathers leave their children behind, but take them with them to Ireland, England, etc. The children left behind describe only one detail of the calamity that has struck the Latvians populace (and no doubt Lithuanians also). The details come in thousands.

The story is about Lithuanians, though. It even cites the Lithuanian news agency ELTA in the first paragraph.

No. The story is about Latvia, because I live in Latvia, and see the conditions close up.

It is indeed fortunate that Saulius Meilitus brought his children with him when he moved to England, seeking a better life.  The Brits, oddly enough, have found much Olympic glory when their “native” athletes have trained in the USA and other countries.  The U.K. does, however, have many olympic-size swimming pools.  Anecdotal evidence suggests that Lithuania does not have any.  Had she been left in Lithuania, would young Meilitūtīte have ever acquired the skills to be such a successful swimmer?
