...so, is there anything further on the “dual citizenship” legislative changes?? haven’t heard/read anything since it went into committee (which I thought was supposed to recommend something by March);

Print8 out of 10 largest agricultural land owners in Latvia belong to foreign companies
Nina Kolyako, BC, Riga, 27.12.2011.
Eight out of Latvian largest agricultural land owners belong to foreign companies – fully or partly, according to the State Land Service’s data.

Two Latvian largest agricultural land owners – Uzvara-Lauks and BTA Ipasumi – own agricultural land of almost 5,000 hectares in area altogether, whereas the total area of agricultural land that belongs to the other eight largest landlords is more than 53,200 hectares, which is 45.7 percent more than in 2010, writes LETA.

Also, Latvian citizens or permanent residents have a controlling interest in only ten out of 25 largest companies that own agricultural land in Latvia, “Pietiek.com” writes.

The largest owner of agricultural land in Latvia is Myrtillus, a subsidiary of the Swedish company Bergvik Skog, which owns a total of 19,129 hectares of agricultural land, including 13,198 hectares bought last year. The Swedish company is also the owner of the tenth largest agricultural land owner in Latvia, company Fragaria with a total of 2,356 hectares of land.

Foran Real Estate, which belongs to the Swedish company SPP Livforsakring and Norway’s Storebrand Livsforsikring, is the second largest owner of agricultural land in Latvia – 12,073 hectares altogether.

Empetrum, which belongs to the U.S. company Phemus Corporation, is third on the list with agricultural land of 5,547 hectares in area.

...your examples are corporations structured as SIA’s; I’m talking about an individual owning (outright) a property

...I did look at your link, but here is (english translation) Section 28 of the law on “Land Privatisation in Rural Areas” (which to my knowledge is still in force and effect):

Section 28.    Subjects of Transactions

Land may be acquired in ownership in accordance with the Civil Law and other laws by:
1) persons who are citizens of the Republic of Latvia;
2) State and local governments, State and local government undertakings (incorporated companies);
3) an incorporated company registered in the Register of Enterprises in the Republic of Latvia:
…………….
…………….
The citizens of the European Union Member States and legal persons registered in the European Union Member States starting with 1 May 2011 may acquire land in ownership under the same provisions as the subjects referred to in Paragraph one of this Section

....by the way, are you in (residing) Latvia??

No changes to the law yet. The politicians have been dancing around over how not to include Latvians who now live in Russia. (Or Russians who live in Latvia) Here is the link to the bill. In Latvian.

Just came across this bit of news as well.

RIGA - Saeima Citizenship Law Amendments Subcommittee yesterday reached agreement on dual citizenship for citizens of Latvia who live abroad, Latvians who were deported, and their children, as well as Latvians and Livonians who do not permanently reside in Latvia, Saeima’s Press Service informed LETA.

“The subcommittee decided at its meeting today that Latvian citizenship will be retained for those citizens of Latvia who have received citizenship of another European Union member state, member states of the European Free Trade Association, or NATO. Dual citizenship will also apply to citizens who become citizens in a country with which Latvia has signed an agreement on dual citizenship,” explained the subcommittee’s chairman Ingmars Caklais (Unity).

Latvian citizenship will also be retained for every person who becomes a citizen of another country through marriage or adoption.

The subcommittee also decided that citizens of Latvia who were deported or left Latvia as a result of the Soviet Union or Nazi Germany occupations, and did not return to reside permanently in Latvia after May 4, 1990, will be entitled to dual citizenship.

Latvians and Livonians who do not permanently reside in Latvia will receive Latvian citizenship if they can prove that their ancestors lived in Latvia and if they have sufficient Latvian language skills.

At its next meeting, the Citizenship Law Amendments Subcommittee will consider granting Latvian citizenship to the children of Latvian citizens who are born abroad.
