Help with Latvian newspaper translation

Hello to the friendly members of the forum!

You have helped me in the past and I am hoping someone could translate a newspaper article for me so I understand what it is about?

The newspaper is/was called VALDIBAS VESTNESIS and was pubished 6 OCtober, 1936.

The major heading read:  VALDIBAS IESTATZU PAZINOJUMI

The sub heading read:  MEKLEJAMO PERSONU 796. SARAKSTS.

then came the following text:

Lenckovs, Janis Ferdinanda d., dzim. 1894. ? 15. IX Riga.  Latvijas pv. Paz. dz. vietu Rigas pils. 2. iec. miert. uz 1936. gada 22. IX 996. r., apv. pec Sodu lik. 546. p.l.d.

From my virtually non existent Latvian it looks like he may have been in a little bit of trouble.

Can anyone help?  I would be very appreciative, and I have a couple of other clippings as well.

Hello, i found a website http://www.periodika.lv
that has digital version of 40 newspapers from 1895 to 1957.  Jānis Lenčkovs is mentioned in 2 articles; one helps explain the other. 
The first article, under the heading “Rīgas prefektūra” has this:
“...for drunk and disorderly conduct, Jānis Lenckovs, residing at Zvaigžņu iela 22, apt.13,  for stopping members of the public on the street and and demanding they show their documents, in this way impersonating a police officer; - fined 30 Lats or 7 days in jail… (and the list of other drunk & dusorderlies continues)”

The article you cite above is the second article titled Persons Being Searched For:
Lenckovs, Jānis, son of Ferdinand, born in the year 1894 on September 15th; citizen of Latvija,  (the rest of i don’t know except for the word ‘soda’ which means ‘of the punishment…’)

It would seem he didn’t pay the fine and now an arrest warrant has been issued.

Hello Ilze,

I thank you so much for your reply!  I had a feeling this person may have been in a bit of trouble.  He was my great grandfather, and he owned a brush making factory in Riga.  My great grandmother left him in 1937 with her young son because the stress of his business caused him to be unhappy and stressed.  In her diary journal she mentions he did not treat her very well.

It seems from these articles that she was right.  Very sad, but thank you for translating them for me. I appreciate it!

Looking at those sites again, the drunk and disorderly was in the paper Aug. 12, 1924.
Then in 1936 on Aug. 20, there is a short report the farmer Neilands reports birds stolen from his farm. Police trace the theft to (1 other guy) and Jānis Lenckovs.
The article you cited is from Oct. 6, 1936.

So yeah, trouble through the years with this fellow.

At the website i mention, 1 more person with that last name shows up in a different article.  A. Lenckovs earns a pocket watch from the Union of Chemical Industry Workers for 40-50 years of sercice;  in the paper dated July 24, 1937.
