In a discussion with a frien d yesterday, I mentioned Karaganov’s article of way back in 1992 about using Russians in the FSU in the drive to control the “near abroad.” He is interested, and now I can’t find a proper bibliographical reference. It was published in Diplomaticheskii Vestnik in the autumn (September, I think) of 1992. Can anyone please supply a proper reference with title, pages, that sort of thing?

Stephen, try here

http://www.svop.ru/live/materials.asp?m_id=6730&r_id=6761

At least, on SVOP’ site all Karaganov’s stuff presents.

And all these articles also were published in “Nezavisimaja gazeta” - NG ( references are SVOP site again).

But, seems, only in Russian.

Also, try here http://www.mgimo.ru/files/3482/mo-2_2002.doc.

and here http://www.humanities.edu.ru/db/msg/52541

Regards,

Juris

**Archival material but nothing earlier than 2000

** No problem; he reads Russian. For all the attention this article drew, it seems never to have been translated into English or Latvian or as far as I know any other language.

Also, try here http://www.mgimo.ru/files/3482/mo-2_2002.doc.

**Lists two articles by Karaganov, both about five years old, nothing as far back as 1992

and here http://www.humanities.edu.ru/db/msg/52541

**Lists one article by K, same vintage as preceding.

**Thanks, but the target article is not in any of these.

**Yes. It brings up a “This page cannot be displayed” window and traps me there by disabling the back button, causing me to utter words that I shall not repeat here.

**This pins the date down to September 1992 (as I thought) and refers to a secondary source. It does not give the title or page numbers of Karaganov’s article--typical of the bibliographical sloppiness I have encountered today in this quest.

**ll, I had in mind not this forum but the various web sites I found by googling before I gave up that route and consulted LOL. Unfortunately the one direct reference LOL has rovided proved to be little better than those pre-LOL sites. A number refer to the Karaganov article, but most give no real bibliographical information, & those that do are quite inadequate.

I pasted Pete’s first link directly into my browser and it came up with no problems. Don’t know if that’s what you were looking for, but here’s an excerpt. I saved a copy of the entire article in my e-mail. If the pasting method doesn’t work for you let me know and I’ll e-mail you the text:

U.S.-Russian Partnership:  Meeting the New Millennium
7. RUSSIA and the “NEAR ABROAD”:
Looking for a Model Relationship
Andrei Kortunov
INTRODUCTION
Opinion makers and decisionmakers of the former Soviet Union overwhelmingly supported the disintegration of the Soviet Union in December of 1991. Very few sceptics trying to evaluate inevitable costs and potential side effects of the Soviet collapse were marginalized and caricaturized as old-thinkers and defenders of the totalitarian empire. Political leaders of the fifteen newly independent states, who disagreed with each other on virtually everything, were unanimous at least on one issue: they promised their respective constituencies that independence would bring along not only individual freedoms and economic prosperity, but also national renaissance and spiritual renewal.

Paldies! I still get the “This page cannot be found” message. If you can send it as an attachment (or as straight e-mail, come to that), please do.
