Rather than looking for Latvian stores (a uber-specialty market), better to look for the Russian neighborhoods and a Russian delicatesen.  I have found them all over the world, and they almost always have Baltic products, including much Latvian.  At the one in McLean Virginia (not a big city) there were Laima Chocolates, all kinds of boxed sulas, beer, breads, salamis/sausages, even cheeses.
I’m certain there’s a Russian neighborhood in NY.

In New York City your best bet is to go to Coney Island, more specifically the neighborhood of Brighton Beach.  The locals sometimes call it “Little Odessa.” Use the “B” or the “Q” subway trains of the BMT Brighton line.  You can also use the B68 or X29 buses to Coney Island Avenue from Downtown Brooklyn and Prospect Park.  There are no “Latvian” shops per se, but many Ukrainian/Russian shops there stock products from Eastern Europe and the Baltics.

In the metro area, look for old-school butcher stores run by German, Polish, or Ukrainians—they tend to have products from Latvia there.  Heck, I’ve even found Riga sprats in A&P;stores.

It’s a neat little neighborhood, well worth a day-trip.  I am told that there is a restaurant in the area called “Pasage” where Ilze Ritins, a Latvia ex-pat, is the head chef.  Never been there myself, though, but friends who have been to parties catered by Ms. Ritins say that she is an excellent “saimniece.”

Hope this helps,

/R

The same is true in the Minneapolis-St. Paul area.  There is a store called “Kiev” and 2 different ones called “European...(something)” that seem to have russian-speaking staff.  On different occasions I have found variousd products from Latvija: sourdough and rye bread, Laimas chocolates and other candies, Rigas sprats & other fish from Latvija, condensed soups, birch sap/juice, little cheesecakes called Karums, butter, sour cream, sweet cream, salt herring fillets, Cido juices, “putraimi” - crushed barley and more.

“Bill’s”, a greek store, somtimes carries the sprats.  The ukrainian butcher/deli Kramarczuk also has sprats.

All of these stores also carry many products similar, if not exactly, to what you might be used to in the latvian diet:  dark rye breads, honeys, kefir, farmers’ cheese that is like latvian ‘biezpiens’ (no salt added), smoked fish, caraway cheeses, homemade sausage (’kishka’= ‘putraimu desa’ sort of) etc, etc.
